JARUS Secretariat and Transport Canada Civil Aviation (TCCA) are pleased to host the JARUS Plenary Meeting 2023/02 during this week (September 18-22) in Ottawa, Canada.

The Plenary Meeting is currently undergoing at 4-Points Sheraton, a 20-minute walk from Canada’s Parliament and part of the core of Canada’s National Capital Region.

The Vision of JARUS is to provide timely consensus recommendations of UAS , including RPAS, that meet the common needs of JARUS members and stakeholders, including ICAO.

The Mission of JARUS is to develop technical and operational requirements for the safe, secure, and efficient operations of UAS, to serve as a common reference for use in respective JARUS member regulations and guidance, doing it in an effective and efficient manner avoiding duplication of efforts with other International aviation organisations.

The Objective of JARUS is to provide guidance material aiming to facilitate each Authority to write their own requirements and to avoid duplication of efforts. If this harmonised guidance is endorsed by the Authorities, this will facilitate the validation process of foreign certificates/approvals.

The JARUS’ structure is composed of several key components and teams working together to ensure the safe integration of unmanned aircraft systems (UAS) into airspace. These elements include:

  1. Chair and Two Vice Chairs: The Chair, along with the two Vice Chairs, provides leadership and strategic direction to JARUS.
  2. Leadership Team (LT): The Leadership Team consists of high-level representatives from member authorities and organizations. They guide and coordinate the overall activities of JARUS.
  3. Plenary Team (PT): The Plenary Team is responsible for organizing and facilitating the annual Plenary Meetings. They oversee the decision-making process and ensure effective communication among member authorities.
  4. JARUS Secretariat (JS): The JARUS Secretariat serves as the administrative arm of the organization. They support the daily operations, organize meetings, and assist in coordination and communication among member authorities.
  5. Working Group Leaders: Working Group Leaders oversee specialized groups within JARUS that focus on specific technical areas. They guide and coordinate the work of these groups to develop standards and recommendations.
  6. Task Force Leaders: Task Force Leaders lead temporary task forces established by JARUS to address specific challenges or issues. They coordinate efforts to achieve specific goals within a defined timeframe.
  7. Current JARUS & Work Program Structure: This element outlines the existing structure of JARUS and its ongoing work programs. It provides a framework for addressing key areas such as UAS operations, certification, and other relevant aspects.
  8. JARUS Plenary Meeting (PM): The JARUS Plenary Meeting is an annual gathering where representatives from member authorities come together to discuss strategic matters, make important decisions, and shape the future direction of JARUS.
  9. Stakeholder Consultation Body (SCB): The Stakeholder Consultation Body represents external stakeholders and provides input and feedback on JARUS activities. They contribute valuable perspectives to enhance the development of standards and regulations.

JARUS has 65 member organizations, 63 countries, as well as EASA and EUROCONTROL.
