- Landmark Memorandum of Understanding signed during ICAO Global Implementation Support Symposium (GISS) 2026 in Marrakech establishes a new era of standardized ground handling training worldwide
The Aviation Services Association (ASA World), the global trade association representing the ground handling industry, and the International Civil Aviation Organization (ICAO) today signed a Memorandum of Understanding (MOU) establishing ASA World as a Corporate Partner of the ICAO TRAINAIR PLUS Programme. The signing ceremony took place during the ICAO Global Implementation Support Symposium (GISS) 2026 in Marrakech, Morocco.
This partnership underscores the critical importance of standardized training and professional development across ground handling operations worldwide.
A New Benchmark for Ground Handling Training
Under the terms of the MOU, ASA World and ICAO will jointly deliver a Partnership Training Programme (PTP) addressing ground handling standardization. The first module, “Going Beyond Standardized Procedures in Aircraft Turnaround,” is a three-day, instructor-led course designed to elevate operational standards across aircraft turnaround processes. Participants who successfully complete the programme will receive a jointly certified credential bearing both the ASA World and ICAO Training logos.
Addressing a Critical Industry Need
The ground handling sector employs more than 1 million people worldwide and serves as the operational backbone of global air transport. With talent attraction and retention consistently ranked as the top two challenges facing the industry, this partnership responds directly to the urgent need for high-quality, internationally standardized training that enhances professional pathways and elevates the status of ground handling personnel.

For the first time, ground handling professionals will have access to training that carries the recognition and rigour of ICAO’s TRAINAIR PLUS Programme. A Framework for Sustained Collaboration
A joint Working Committee with representatives from both organisations will oversee programme delivery, quality assurance, and continuous improvement. The programme will initially be offered in English, with additional languages to follow based on identified needs. Registration will be available through the ASA World e-learning platform.
